Outlook 2003 wont work online

We are fairly new to Exchange Server and Outlook 2003. One user that has been set up for about a week now has an issue where Outlook wont stay on line. I have followed the instructions to a tee in order to make sure that he is in online mode. Still the icon in the system tray returns to indicating offline and he has to manually click the send/rec'v button.

Suggestions?
