Outlook 2003 Out of Office Assistant

I have an Exchange server 5.5 and whenever someone puts their out of office assistant on, it only sends e-mails the out of office message to internal e-mails, not external. Has anyone else had this problem, and if so, how is it resolved?

In IMS (Internet Mail Service) properties go to Advanced Options - uncheck "Disable Out of The Office responses to the Internet".

than of course restart the IMS service ...
