Outlook 2003 OAB sync issue

The Offline Address Book sync is failing on all our machines that are running Outlook 2003. We have been trying to find a way to disable the update in Outlook w/o much success. We found OAB options but when we turn them off they turn back on. It's getting pretty frustrating. Any idea on how we can resolve this? We are running Exchange 5.5 Thanks for any help you guys can provide.

What kind of errors do you get?
Did you try to generate again "Rebuild All" the OAB?

This is what we get on our Outlook 2003 clients.

"11:53:40 Microsoft Exchange offline address book
11:53:40 0X8004010F"

We don't use OAB and want to disable this. The only fix I've found is a reg hack but the reg entry MS says we need to edit does not exist on any of our machines. We are at a loss. Any other ideas?
