Outlook 2003 Junk Mail filter will not turn off

I am running Outlook 2k3 and have set the junkmail to no filtering and i have no contacts in the blocked senders list. There are a few folks in the allowed lists. However, i still get junkmail in the junk e-mail folder. Any ideas?
