Outlook 2003 Form Error

I have just updated some users in our company from Office 2000 to Office 2003. When trying to open a form in Outlook 2003, I get the following error..

Could not install the custom actions.

This form opens just fine in Outlook 2000. I have seen this posted in a few different places, even the Microsoft website, but they dont have a hotfix available to fix this issue. Any help would be greatly appreciated.
