outlook 2003, exchange 2003, and terminal server

I've got outlook 2003 running off exchange 2003 in a windows 2003 terminal server environment. When trying to save any attachment by dragging and dropping it out of outlook into a desktop folder, it takes 3 or 4 tries before you can actually grab the attachment. I've setup the same exchange account in outlook 2003 running on windows XP and it works fine the first time. Everything is on the latest service pack and has all critical updates installed. Any ideas?
