Outlook 2003 Download Problems

I am having a devil of a time getting Outlook 2003 to work. We are on a mixed network, including an NT server running Exchange 5.5. The individual computers each have some version of Outlook. Mine is 2003. My problem is
that Outlook has problems downloading Internet emails from our ISP's pop3 server. Sometimes it will not download at all, sometimes it will go like gangbusters for a while, till it quits. Then, it won't pick up the emails it missed. It's as if it thinks it has already downloaded the emails.

One curious item. I have several machines not on this network that use Outlook Express to download emails from the same pop server. When I was using Outlook 2000, I discovered that 2 machines cannot download emails at
the same time--one will be locked out. However, Outlook 2003 does not seem to "lock" the account the way Outlook Express (and Outlook 2000) do. This means that, midway through a download, if another machine tries to download
from the same email account, the download on the machine with Outlook 2003 gets messed up. Is there any way to get Outlook 2003 to "lock" email accounts the same way Outlook Express and Outlook 2000 do?
