Outlook 2003 - disable safe mode

I have an issue where after a service in outlook may not shutdown properly the user gets prompted to start in safe mode the next time he/she logs in. As an admin I know these addins work fine and once the user clicks on safe mode it disables these addins.

Is there any way to disble outlook safe mode?!?
