Outlook 2003 Default View

I'll try to be detailed about this problem since I can't seem to find anything on it. We use outlook 2003 with Exchange 2003. Our users have personal contacts as well as company public contacts. I have added the company public contacts in the favorites folder so it will show under other contacts when click on the contacts button. I would like to make it to where whenever you click on the contacts button in outlook, it shows the public contacts first and not your personal contacts. Anyone know how to make this happen?

In a nut shell, i want my default view for contacts to go to my public contacts and not my personal when clicking on the contacts button.

I can tell you for Outlook 2000, and hopefully, it is similar for 2003. Tools-Services, the addressing tab. That is where you can tell it where to look first, etc.
