Outlook 2003 and TOC in word attachment

Hi, when I try to attach a word document with a TOC to an e-mail in outlook 2003, the number of the TOC in the word document, change to number 1. But when I open the document separately the TOC numbers are fine. We are using exchange 2003 to handle our e-mails, if that mean anything. Any help will be really appreciated.
