Outlook 2003 and PAB

I am trying to make it so that someone from another network is able to change entries in a personal address book. This person is not the one who created the .pab in the first place. I thought that it had something to do with the fact that the address book was on another network. I moved the .pab to the network the person is working from and I have had no joy. I have given the new person full privleges to the first the file and then the folder, again no joy. So far the only thing that I have been able to do sucessfully is have the person delete the entry and re-enter it so that the changes that this person makes are reflected. Has anyone run across this and know what I can do to remedy the situation?
