Outlook 2002 Send/Receive Not useable

As I click the Send/Receive button a message says The Operation Failed.
Even when I go to Tools_Options, same thing happens when I click on Send/Receive button there.
I checked the task manager, there is no OUTLOOK.EXE in the process list.
Reboot did not help either.
From add/Remove in Control Panel, I tried to repair, but it still persists.
I uninstalled Outlook 2002 and re-installed it again.
Same result.

Any idea?
