Outlook 2002 "Send on behalf of"

OK, maybe I am losing it just a bit.
I have "Send on behalf of" permission for my boss. Internal (Exchange) emails work, but external emails end up just being sent as my boss had sent it out. Is this working as it should?
 
As I understand the way Outlook works - yes it is working correctly.

When you send mail on someone elses behalf, the internal recepients are still attached to the same server and have access to the "permissions"/login information thus seeing who really sent the message. Once it leaves the server, they can no longer see those permissions.

What is actually happening when you send mail as a designate, you are logging onto the other person's mail account with your id and password. An outside server can't see the difference.
