Suddenly I cannot send or receive email using Outlook. I get error message 'A TCP/IP error occurred while trying to connect to the server (Account 'mail.comcast.net', POP 3 Server, Error number 0x800ccc15)'. Internet connections are OK. Comcast says I have to rebuild my TCP/IP stack. Do I really need to do this, and if so, how?

If you have not yet tryed a repair of outlook I would try that.
It's under the Help drop down, Detect and Repair. If that don't fix it search this forum for a file called WinsockXPFix.exe that will rebuild the winsock.
