We have a user whose messages that he replied to don't show the replied to banner when he clicks on the message. also, the message also doesn't have the arrow that indicated he replied to it. when he logged on a different machine, he had the same problem.

Generally, I'd say recreate his local profile, but you say it occurs on more than just one PC.

Has anyone tried to recreate his mailbox on the server?
What about Start-->Run

outlook.exe /cleanviews

?
