Outlook 2000 no option for insert as shortcut

Does anyone know why one of my computers here at work does not have the option to insert as shortcut when you hit the down arrow on the insert button? Running XP and Outlook 2000.

I'm not sure where you're finding a down arrow on an Insert button, but assuming you're typing a new mail message, what format are you sending - plain, html, or RTF?
