Outlook 2000 Global Address Question

On my company laptop, I have Outlook 2000. If I open a New mail message and click the To, then I get the address form open and it is on the companies Global Address List.

If I right click on a file for Send To, or use File-->Send To, it opens the message correctly. But when I click the To box, it opens to Offline Address Book and the Global Address List is not there!!!

Any ideas?

It works from Outlook, but not from a Send To command of a file.
