outlook 2000 can reply but not send new mail

hi, i am running outlook 2000 on an echange server...1 out 50 people in the company can reply to EXTERNAL emails but if he composes a new one n send, it seems like its sent, tho u don get confirmation and the email is NOT sent...internally it works fine... any ideas...
