Outgoing voice fails

A sizable fraction of our incoming calls result in the caller not being able to hear our response.

We have three 206Es and a R4.1 Partner Processor. It only happens on the primary line, and if I swap incoming lines, the problem stays on the first line into the first 206E. Is the problem likely to be in the Processor or the line card? It does not seem to be the phone company, as it works reliably with a handset.
 
You need to test your registers (equivulent to TTR's)
 
I haven't the slightest idea what that means. Neither term appears in the manual.
 
If the problem stays with the port and doesn't follow the actual telephone line then it is probably a bad port on the 206E. This wouldn't be a processor issue. It would be an issue with the actual 206E.
