outgoing call bar override

A customer would like a set of 5 phones to not have the ability to dial out, except for 911. I used an outgoing call bar for this... however, they would like supervisors to be able to enter a code so that they can dial out to any number. Is this setting up an account code? They do not want these users to be hot desks.

Instead of Barring, use USER RESTRICTIONS. This will apply templates to the phones and allow you to prompt outbound calls for an auth code based on the USER RESTRICTION you subscribe to.

How do you set up the authorization code?
 
It is as easy as going to the Account Code tab and adding the desired Acct Code. Then go to the User field of each one of the phones and on the telephony tab, check the box for Force Acct Code.
 
If you don't have an account code can you still dial 911?
 
yes, if that shortcode is set to "dialemergency
