outbound xfer

I know how to setup outbound xfer with logging into the mailbox and then pressing 8 to set it up. But is there a global setting in the system that allows these kind of transfers. I am logging into a box, but the only option I get is xfer to an extension.

F983/MBOX/CHANGE/XXX/Next or Ok until you see Outdial, chage to Pool 1 or another if using.
