I believe it is possible to dial out via Symposium scripts. I understand how to dial out to a set number everytime, but is it possible to dial out to any number via a script?

Never did it, setup a test script with some script that uses ROUTE CALL?

Depending on what you are trying to do you could just give a treatment with a thru-dial service. Then you could just allow or restrict dialing based on that service.
