Out of office reply

A number of users have complained that the out of office reply doesn't work. As far as I can tell it doesn't work for anybody. We have it turned off on the exchange server for external emails (to prevent spam), but I thought that internal mails would still be forwarded. Is this the problem? Is there more information that I can provide?
