OTM Web reporting

I have already assigned Web reporting access rights, and assigned them as Peer. Cannot get this figured out, saw this following thread, thread798-1195958 After adding user to these groups get an error.

Unable to find user in Directory, Please try again. If problem persists, contact your system administrator.
