OTM programing

I am programming a 3904 phone with 2 expansion panels.
Using OTM 3, and CS1000M. When I build the phones I set the KBA to 2 I can see and config all the keys.

However when transmitted to the switch, the expansion panels do not work, and the keys are no longer visible from OTM.

When I look on the switch the keys are there, but they are not programmed any longer.

Any thoughts

I had to change the keys on the switch. I never was able to get OTM to show the keys on the expansion panel.
