No. I'm not aware of any functions in OTM 3.1 that require the PDT password. The user ID it uses to simulate the SL1/TTY interface over ethernet does not require the PDT password.
I'll try changing my PDT2 password and see if Telephony Manager breaks and report back.

For some functions it does need PDT access but it can perform those with a level 1 PDT access.
