other application licences on citrix

I am wondering if I buy 1 licence of MS Publisher and install it on the Citrix server. Can all clients legally access it? This question applies to all other software.

The normal licensing model is used for use on TS/Citrix.
Most software has a named licensing model. Some vendors have specific TS/Citrix licensing models, but not mutch.
MS for example is about 99% named on all software.

Translation: no.

You need to have a license for every user who can access the application on the terminal server
