OT but HTML relative none-the less???

Would some of you please recommend a graphic program to use in creating text for web page logos, banners, text boxes, etc., and also to create good looking buttons?

I've got quite a number of them but none of them make creating a simple title bar easy at all.

Suggestions Please???
