Order of files in Book

My FrameMaker Book has over 100 files. It is very easy for them to get out of order. How can I "lockdown" the order of the files for this book?
It is a large manual about a complex subject. The large number of files are needed to meet client requirements.

I believe there is no way to do this short of writing a plugin.
