Oracle error 12541

Hello guys. We have this application called Clarify that connects to Oracle 8.0. From time to time my clients start getting this error message when they try logging in to Clarify. I know the oracle server is ok cause nobody else is having this problem. It's weird cause they did not install anything that could cause it. It just stops working all of a sudden. I've tried reinstalling Oracle client but that did not work. When i type tnsping hostname ..i get error TNS-12571: TNSacketer writer failure. I am trying to stay away from rebuilding these machines. These are Win2k SP4 clients.

Hi:
Compare the TNSNAMES.ORA entry with the LISTENER.ORA and ensure that the supplied destination address matches one of
the addresses used by the listener.
Also try to start the listener on the remote machine
