ORA-00020 maximum number of processes (string) exceeded

I get this message when running a Cognos query on a new database. The dba says he must bump up the parameter for PROCESSES initialization parameter.
1) Any formula for estimating how big it should be?
2) what other configuration issues or parameters should be looked at, when rolling out a new database, to avoid SQL errors?
