OptiPlex GX270 won't boot & diagnostic light yellow

I have an OptiPlex GX270 that won't boot up. When I turn the PC on the power button is green but if you look at the back of the PC there are four diagnostic lights and all are green except for "b". I looked at the documentation for this model and this combination of lights is not on the list. I have not changed anything on the PC and am not sure what the problem is. Any ideas????
 
So it did work. Now it doesn't. Nothing has changed? Is that true? Has it been showing signs of a developing any problems?

What happens when you turn it on (eg, any beeping?). Could be a power supply failure (usually still get lights and fans working, but no booting activity).
 
It has worked for the last two years and nothing has changed and there have been no signs of any developing problems. When I turn it on there are no beeps and the power switch stays green but no display on the monitor and when you look at the back of it on the diagnostic lights all are green except the second one (b).
 
Open the case and inspect the capacitors on your motherboard. Chances are the tops are bloated and rounded instead of being flat.

Defective caps were installed on lots of GX-270's and Dell should replace it for you free of charge.

I've replaced a ton of these and I'm 99.9% sure thats what your problem is. More info at
