Option 61C and Nortel M3903 Phone

I have one phone that when a voicemail message is left it's red LED indicator does not lite. Everything on the switch appears to be set up correctly. I have also swapped out the telephone sets to rule out HW. Any ideas?

is it ACD with multiple appearence DNB? Post the set

double check that your PDN is MARPed to that set and not another
