option 11. bug4046

I'm having the same problem as described in thread 798-853538. I have a PRI that will send bug4046 on every incoming call just before the setup message. I've compared
this circuit with another on an identical option 11
succession 3 release with the same carrier but not having the problem. Any new insight?
