We have recently purchased a piece of software that, when it attempts to run updates, stops a service, runs the updates and then starts the service again. The problem is, we want to allow the current logged in user (Power User) to run this update but it isn't working. When the update attempts to run, I get a "OpenSCManager failed - Access Denied" message. I have given the Power User group permission to stop and start this service, and if they go into Services, they can manually stop and start the service. However when it attempts to use the SCM, I get Access Denied. When logged on at admin, it runs fine. So, is stopping a service via SCM strickly and administrative feature?
