Opening VB independent of Access

This probably seems like a silly question, but can you open VB outside of Access? I ask because I'm trying to add some code to prevent the mouse wheel from scrolling between records on a form. The MS kb article says to create a new ActiveX DLL project in VB, and I don't see where you can do that from the VB that opens up in Access.
Now, when I go to Help->About Visual Basic it says it is Microsoft Visual Basic Version 6.3. Shouldn't I be able to open it independently of Access?
 
do you mean the open VBA IDE in access outside of access???

please reword your question.
 
No, I'm afraid that you can only open the VBA editor from within the application. What you have is VBA, not VB.
