What happens if you double click on a jpeg icon on the desktop (or folder)?

You need to associate the jpeg files with the viewer you want to use.
Right mouse click on any jpeg file --> Open with --> Choose program --> select viewer or, if not available, browse to the viewer executable of choice. Before selecting OK, select the "Always use the selected program to open this kind of file" option.
