opening new project

so this might be a dumb question but i just got vs.net and heres my problem, i'm trying to open a new asp.net application, is it possible to open it on my local drive as opposed to a server and if no, why?
 
The answer is basically NO. In order to create an asp.net application VS.NET locally it must communicate directly with a web server (IIS).

It needs this because VS.NET talks to the aspnet_wp.exe worker process which is running there.
