I would assume that there is some software that came with the camera that should be able to decrypt and uncompress the file.

Firstly, this is in the wrong Forum to begin with, as this is NOT an eMail issue...
secondly, the XPA file-extension is a container, which can house different video/audio codec information plus encryption. These can be viewed using the CCTV Software from the manufacturer of said system, you could try to use VLC to view (probably does not work in this case) or go to the Ubiquity Networks website and download AirVision and/or AirVision NVR software and give that a try...
