Open Ports Windows 2000 - ISA Server

An user of our network is trying to use an Authentication Certificate to access a web but he can't. I want to install the certificate in user's computer, not in the server.
The technical service told us that we must have opened ports 8000 to 8009.
I've tried to create IP packet filters to open these ports, but it doesn't seem to work.
1.- Anyone knows how to open ports using Windows 2000 and ISA Server?
2.- Should i install the certificate in the server and associate it to the user/s? Is it a secure method?
