As I know, the message is just for printout purposes as info for the chef or bar, it is not tracked anywhere.
For control purposes you should absolutely limit your open food or open bev usage. What we did some years ago, is to create a bunch of modifiers that could be linked to a recipe (with extra cheese, without rice etc.) and to teach the waiters how to use them.
In case they really "wanted" to use the open food item, they had to declare what they sold on an extra form, eg. barman sells a special cocktail with 2cl of rum, 2cl orangejuice, 4cl milk etc.
That also reduces laziness - why search for the item, I can ring up the open food ... bur of course has to be kept in control.
