Open a FTP connection

I try to make a filter in the Packet Filtering dialog box in Proxyserver 2 to open a FTP connection to a FTP server.

I tried a lot of combinations, but the only one that works is:

Direction = Both
Protocol = TCP
Local Port = Any
Remote Port = Any
Local Address = Any
Remote Address = xxx.xxx.xxx.xxx (IPnr of the remote FTP server)

Normaly I would think that opening Local Port 21 should be enough, but this doesn't work. Anyone any ideas?
