How do I install "opatch" on Oracle 9i to apply patches?

I've noticed documenation say use opatch to apply Oracle patches, but I see it was not installed.

You have to download the opatch utility separately. You can find it under patch number 2617419 on metalink. This is a placeholder bug for opatch - they keep the latest version under this bug number.
