one-X Communicator Auto-Configure via discover.xml not functioning

Having an issue trying to get Auto-Configure to work. Everything is programmed correctly however a pcap shows one-X Communicator never asks for the 46xxsettings.txt file although it does actually reach out and FIN,ACK the web server.

Logs show curl failed to connect to the server.

Browser and CLI curl both work from the PC and pull the file. I pulled the URL directly from the one-X Communicator debug logs.

Anyone have any luck getting the Auto-Configure to work via the discover.xml file?
