Only with a custom application. Or design the report so that the parameters you don't wish to refresh are no longer parameters...

Inside an application, you can set the parameter values, so the user doesn't get prompted for them.

I did inside the application but the moment user press Refresh Report, it asks for parameter values.
I know how to suppress not to ask for parameter values on refresh, but can I control from application that some parameters will get their new value on report refresh and some will remain static as passed from application on first run.

Yes, you can. It just requires you to insert code in the click even of the refresh button.
