OLE OBJECTS IN ACCESS 2003 RUNTIME

I've got an application with one of the fields defined as an OLE OBJECT. Problem is: if the application is run on a pc with the full version of Access 2003 installed, you can insert data into the OLE Object field. But if you are on a pc with the runtime version installed, the option to insert data does not appear.

Question: is this a design issue or is it developer fault and is there a solution.
