There are old elonix computers for sale at the place I work.200 mhz pentium II's with about 2 GB hard drive 32 mb of memory and a network card. Could such a low spec machine be used as a file or database server?

Short answer yes.
Longer answer... it depends.

Database servers need RAM, be prepared to add more.
File servers benefit from RAM and a newer disk (or something you can rely upon).

You CAN load Samba for file services and probably MySQL with a tiny bit of data. Adding users will create load that may reduce performance. RAM is your key, which is dirt cheap for such a critter.

Buy a few and canibalize one to keep the others running.
