OL 2000 Configuration Question

With several of my end users Outlook will add an attachment directly in the body of the email. With most others it adds the attachment to the bottom of the email with a bar seperating the attachment from the email. How can I reconfigure Outlook to always have the attachment go to the bottom?
 
Well it turns out to be that the 'mail format' dictates how an attachment is added. HTML format will add the attachment to the bottom. RTF will add the attachment in the body. Plain text will add it to a box on top of the email.
