Offline folders - directory structure and Sync issues

I have 2 problems with offline folders in Win2000.

1. I find that files created in the offline folder copy while offline do not synchronise up to the network copy when the PC is back on the network (but the reverse is working fine).
2. The directory structure within the network folder is not maintained in the offline folder.

Any ideas?

Win2000 Pro PC on an NT4 Domain
