Offline Address Book

I moved all out users to our new Exchange 2003 server (from 5.5) and we are not able to download an Offline Address Book in Outlook. There is one defined in the container. Anyone have any clues?
 
The "Search" permission defines who has the ability to download the OAB. But be careful because limiting who has this ability causes other people to not be able to see the GAL.

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
 
The Read/Execute/Read Permissions is set for "Everyone". When I goto Outlook 2000 I click Download Address Book under Synchronize and in the next pop up the Choose Address Book drop down is emty.
